The Toronto Police Service is requesting the public’s assistance locating a missing person.
El-Moctar, 59, was last seen on Friday, October 13, 2023, in the Dufferin Street and Brandon Avenue area.
El-Moctar is described as being 5’5″, and 140lbs.
Police are concerned for their safety.
