The Edmonton Police Service (EPS) has charged a man and woman in relation to the death of a 56-year-old Edmonton man who was reported missing by police in January 2020.

On Jan. 7, 2020, the EPS issued a news release seeking the public’s assistance in locating a missing man, Victor Roger Noel, 56, who was reportedly last seen on Thursday, Dec. 24, 2019, at approximately 8 p.m. in the area of 108 Street and 85 Avenue. Noel’s disappearance was out of character, and police were concerned for his welfare.

On Thursday, Aug. 18. 2022, Camrose RCMP responded to the report of human remains located in the area of Township Road 474 and Range Road 203 in Camrose County, Alberta. The Edmonton Medical Examiner conducted an autopsy on Wednesday, Aug. 24, 2022; however, the remains could not be definitively identified. Following extensive testing, the medical examiner confirmed the individual’s cause and manner of death on Tuesday, July 11, 2023, concluding they died as a result of a gunshot wound, and the death was a homicide.

In late September 2022, circumstances around the death lead RCMP and EPS to believe this was linked to the investigation of Mr. Noel’s disappearance and EPS Homicide Section assumed the investigation. In October of 2022, with the assistance of DNA technology, the deceased’s identity was formally confirmed to be Victor Roger Noel.

“As detectives were still actively investigating the suspects in Mr. Noel’s disappearance, we chose to strategically deviate from our normal information release process,” says Staff Sergeant Rob Bilawey with the EPS Homicide Section. “While this is not our preferred course of action, it assisted us in protecting the integrity of the investigation and ultimately resulted in the successful arrests of those responsible for his death.”

On Wednesday, Nov. 15, 2023, Colin Lepretre, 31, of Edmonton was arrested and charged with second degree murder and indignity to a dead body in relation to Noel’s death. Lepretre was incarcerated at the time of his arrest.

On Wednesday, Nov. 22, 2023, Elizabeth Quinn, 28, of Vancouver, British Columbia, was also arrested in relation to Noel’s death. Quinn has since been charged with accessory after the fact to murder and indignity to a dead body.
